Govt Approves Revised ADP, Prioritizing Transport and Communication

Dhaka, March 3, 2025  The National Economic Council (NEC) has approved a Tk216,000 crore Revised Annual Development Program (RADP) for the fiscal year 2024-25, with the highest priority given to the transport and communication sector.

The approval was granted during a meeting at the NEC Conference Room in Sher-e-Bangla Nagar, presided over by NEC Chairperson and Chief Adviser Prof Muhammad Yunus.

The original Annual Development Program (ADP) for FY25 was set at Tk265,000 crore, but the revised allocation has been reduced by Tk49,000 crore—an 18.49% decrease.

Funding Breakdown

Tk135,000 crore will be funded by the Government of Bangladesh.

Tk81,000 crore will come from project loans and grants.

Including an additional Tk10,126.29 crore from the own funds of different organizations, the total RADP now stands at Tk226,126.29 crore.


Implementation and Challenges

After the meeting, Planning Adviser Dr. Wahiduddin Mahmud briefed reporters, stating that efforts would be made to speed up the RADP implementation process.

He noted that the ADP implementation rate during July-January of FY25 was 21.52%, which is lower than the 30% average seen in previous years. To improve execution, ministries, divisions, and agencies have been urged to intensify their efforts.

To enhance efficiency and transparency, Dr. Wahiduddin said the tender process will be improved. He also emphasized the need for more investment in the health and education sectors, particularly in hiring and training more doctors and nurses.

RADP Allocation Across Ministries and Sectors

Among the 57 ministries and divisions, eight received an increase of 17.28%, while 49 saw a decrease of 28.71%.

Of the 1,437 projects in the RADP:

1,212 are investment projects

28 are survey projects

112 are technical assistance projects

85 are financed through own funds

313 projects are scheduled for completion within this fiscal year

1. Transport and Communication – Tk48,253.01 crore (22.34%)

5. Local Government and Rural Development – Tk16,909.48 crore (7.83%)

1. Local Government Division – Tk36,158.96 crore (16.74%)


2. Power Division – Tk21,475.11 crore (9.94%)


3. Road Transport and Highways Division – Tk18,624.61 crore (8.62%)


4. Primary and Mass Education Division – Tk12,764.01 crore (5.91%)


5. Science and Technology Division – Tk12,129.63 crore (5.62%)


6. Ministry of Railways – Tk10,227.61 crore (4.74%)


7. Ministry of Water Resources – Tk10,211.72 crore (4.73%)


8. Ministry of Shipping – Tk7,153.70 crore (3.31%)


9. Bridges Division – Tk5,848.54 crore (2.71%)


10. Health Services Division – Tk5,668.82 crore (2.62%)



Additionally, the RADP includes:

78 projects under Public-Private Partnership (PPP)

232 projects funded by the Climate Change Trust Fund


The government aims to ensure faster implementation and more transparency in the execution of these projects, focusing on key sectors that drive the country's economic and social development.
