UN Under-Secretary-General Emphasizes Need for Dialogue with Arakan Army

The UN Secretary-General visited a refugee camp in Cox's Bazar, Bangladesh, on March 14.

On March 14, during his visit to the refugee camp in Cox's Bazar, Bangladesh, UN Under-Secretary-General for Humanitarian Affairs, Antonio Guterres, expressed the belief that dialogue with the Arakan Army (AA) is necessary for resolving the ongoing Rohingya crisis. He emphasized that the AA, as a distinct group, must be engaged in discussions to address the challenges facing the Rohingya people.
Guterres shared his views during a press briefing on March 15 after visiting the refugee camp in Bangladesh. He stated, "Firstly, I believe that dialogue with the Arakan Army is essential because they are a separate entity. We are aware that relations between the Rakhine state and the Rohingya population have not always been smooth, and it is crucial for the AA to engage in dialogue to fully respect the rights of the Rohingya."
This marks the first time the UN Under-Secretary-General has publicly discussed the need for the Arakan Army's involvement in talks regarding the crisis affecting the Rohingya refugees.
On the ground, the AA has been involved in conflicts with Myanmar’s military, controlling areas in Rakhine State, particularly in the regions of Buthidaung and Maungdaw, since late last year.
The UN official called on Myanmar’s neighbors and the international community to exert pressure for the safe return of the Rohingya to their homes with dignity, highlighting the need for increased humanitarian assistance in Myanmar to create conditions that would allow for their safe return.
Moreover, Guterres noted that it is essential for the involved groups to work together in order to create the necessary conditions for such assistance to flow from Bangladesh to Myanmar.
However, he also acknowledged that achieving this would require cooperation and endorsement from the relevant parties involved in the ongoing conflict.
